What are the key aspects of well-being?

The UK Office of National Statistics is currently consulting on a framework and headline indicators for measuring well-being.  This is an incredibly important development, intended in the long run to provide alternatives to simplistic measures such as GDP.

The consultation tests the assumption that the following domains add up to a sense of well-being (quoted in full because of the importance of this work):

Individual well-being  It is proposed that this domain should include individual’s feelings of satifaction with life, whether they feel their life is worthwhile and their positive and negative emotions. That is, this domain will include only the headline subjective well-being measures to be derived from the new ONS survey data. Subjective measures would be included with objective measures in the other domains.

Our relationships   This was chosen as a domain because it reflects many of the responses received during the national debate and because many theories of well-being report the importance of this area to an individual’s well-being. The scope of this domain is intended to be the extent and type of individuals’ relationships to their immediate family, their friends and the community around them.

Health  Includes areas which were thought to be important by respondents to the national debate.  An individual’s health is recognised as an important component of their well-being. It is anticipated that this domain would contain both subjective and objective measures of physical and mental health.

What we do  Aims to include work and leisure activities and the balance between them, all of which were common themes in the national debate responses. In this domain there are likely to be measures of aspects of work and leisure activities and of work-life balance.

Where we live  Is about individual’s dwelling, their local environment and the type of community in which they live. Measures will be sought which reflect having a safe, clean and pleasant environment, access to facilities and being part of a cohesive community.  ONS has taken Defra advice on the indicators in this area.

Personal finance  Is intended to include household income and wealth, its distribution and stability. Measures within this would also be used during analysis to address the concepts of poverty and equality mentioned in the national debate responses.

Education and skills  Various aspects of education and life-long learning were mentioned during the national debate. The scope of this domain is the stock of human capital in the labour market with some more information about levels of educational achievement and skills.

Governance Democracy, trust in institutions and views about the UK’s interaction with other countries, all of which were included in responses to the national debate, are intended to form the scope of this domain.

The economy  Is an important contextual measure for national well-being. The scope of this domain is intended to be measures of economic output and stock.

The natural environment  Is proposed as a domain in order to reflect areas mentioned during the national debate such as climate change, the natural environment, the effects our activities have on the global environment and natural disasters. It is planned to include measures which reflect these areas at the national level.  ONS has taken Defra advice on the indicators for this area.

If you then look at the measures, the issues become more troubling.  For instance, whilst generic issues such as climate change are referenced, there is no measure around access to greenspace within everyday life – the natural environment is remote.

The fact that there is no reference to culture is deeply problematic given the substantial research in the Nordic countries which demonstrates that participation in cultural activities has an impact on lifespan.

Finally, there is no reference to any spiritual dimension as contributing to well-being, and whilst modern over-developed Western culture is largely secularised, to omit this area is to diminish the scope of the understanding of well-being.

Responses to this survey need to be made by 23rd January 2012.

A Time-Lapse Map of Every Nuclear Explosion Since 1945 – by Isao Hashimoto – YouTube

Japanese artist Isao Hashimoto has created a beautiful, undeniably scary time-lapse map of the 2053 nuclear explosions which have taken place between 1945 and 1998, beginning with the Manhattan Project’s “Trinity” test near Los Alamos and concluding with Pakistan’s nuclear tests in May of 1998. This leaves out North Korea’s two alleged nuclear tests in this past decade (the legitimacy of both of which is not 100% clear).

Each nation gets a blip and a flashing dot on the map whenever they detonate a nuclear weapon, with a running tally kept on the top and bottom bars of the screen. Hashimoto, who began the project in 2003, says that he created it with the goal of showing”the fear and folly of nuclear weapons.” It starts really slow — if you want to see real action, skip ahead to 1962 or so — but the buildup becomes overwhelming.

Tipping Point have announced their next gathering and have an open application procedure for some places for artists and academics.

US town to turn drainage basin into public art

Minnesota Public Radio recently reported that Jackie Brookner is advising and supporting the inhabitants of the City of Fargo in North Dakota on a major ecological art project funded in part by the National Endowment for the Arts.  The focus of the project is making use of a drainage basin, built to deal with heavy summer rains, as year round facilities for the community.

In the UK Chris Drury’s Heart of Reeds in Lewes, West Sussex, is probably a comparable project.  This constructed environment remediates industrial pollution whilst providing recreational space and managing rain water.

Research and Development

Creative Scotland have announced a call for proposals for public art research and development projects.

“The fund’s purpose is to support the initial research and scoping of a range of public art projects and approaches to provide opportunities for communities across Scotland to engage with the development of creative places through imaginative, artist-led projects.   The aim of the investment is to open opportunities for the public of Scotland to engage with artists in a wide range of public art activity.  We want to encourage high quality and imaginative projects that contribute to successful places, build new audiences and extend the diversity of public art practice.   In 2011/12 there is a budget of £150,000 available.”

Approaches to Arts-based Environmental Education by Jan van Boeckel

The Shorelines Symposium which took place at Rozelle Maclaurin included presentations by two keynotes Ian McGilchrist (author of The Master and his Emissary), Chris Drury (artist) as well as a number of others.

The Symposium was organised in conjunction with Alison Bell and Cathy Treadaway‘s exhibition Shorelines currently at in the Maclaurin Galleries.  It was great that a Symposium of this quality took place in Ayr.  We need more of this quality of thinking and discussion.

Jan van Boeckel of the Nature – Art – Education research group at Aalto University, School of Art and Design, Helsinki, gave a short paper entitled Angels talking back and new organs of perception: Art making and intentionality in nature experience.  He has provided the abstract and link to the full paper.

ABSTRACT

This article is about the role of artistic process in connecting to the natural environment. In my research I have explored what participants experienced and learned when they engage in different types of arts-based environmental education (AEE) practices that I have facilitated. The premise of AEE is that efforts to learn about our (natural) environment can effectively take their starting point in an artistic activity, usually conducted in groups.

I found that, on the whole, two major orientations can be distinguished. One starts from the point of aesthetic sensibility: the tuning in with the senses, or with “a new organ of perception” (Goethe), in order to perceive “the more than human” with fresh new eyes. This tradition can be traced back to (but is by no means limited) to the Romantic Movement. Art in this context may help to amplify the receptivity of the senses and strengthen a sense of connectedness to the natural world.

The other major orientation in seeking bridges between nature and art builds on a view of artistic process as leading to unexpected outcomes and “emergent properties.” The fundamentally singular experience of making a work of art may evoke an aesthetic object that becomes a “self-sufficient, spiritually breathing subject” (Kadinsky). The art work can be spontaneously generative and multi-layered with meanings, some of which even ambiguous and paradoxical. But perhaps more importantly: it can catch the participant of an AEE activity by surprise; overwhelm him or her as “coming from behind one’s back.” The element of improvisation, of taking in the new and unanticipated and accommodating for it, is the core quality here.

These two orientations, when practiced as part of AEE, have implications to how we relate to nature through art. In the closing of this article I address the question whether it is possible to bridge the dualism between the two orientations.

Political Ecology

Where is the politics in political ecology? is a follow-up discussion by the Political Ecology Working Group at the University of Kentucky.  Its an open discussion that anyone can participate in – artworks can be contributed, or short texts (max 300 words).  Deadline 13 December 2011.  There previous discussion, What is Political Ecology? is up on their site.

This way of working (calls for short position statements, with a simple editorial process, published to a blog) seems to me ideal as a means to build up understanding about a new or growing subject.
