“Civil resistance”, science and ethics

We are in for a season of civil disobedience. The Save Vestas campaign has gone national.Kingsnorth rumbles on, as does the Heathrow protest – which is likely to be the focus of the next Climate Camp at the end of August. Next month also sees Wales‘  and Scotland’s first Climate Camps. As COP15 focusses minds, there are even plans to disrupt the Copenhagen meeting.

A generation of jobless students will now swell numbers. But should those less used to participating in civil action also be getting stuck in?

In a recent newsletter [PDF 147KB], climate scientist/activist James Hansen concludes with a short section titled “Civil Resistance: Is the Sundance Kid a Criminal?”, suggesting the urgent need for what Gandhi called “civil resistance” rather than “civil disobedience”, especially directed towards companies who are guilty of passing the bill for carbon clean up to future generations. Even though his choice of gun-slinging Western hero rather shows which era he’s coming from, I guess he’s qualified to talk, because James Hansen himself was arrested alongside Daryl Hannah last month for his part in the West Virginia coal mining protests.

The excellent climate science blogger Jo Abbess has just raised his arrest in a post which argues that such action by scientists is vital because, as George Marshall of the New Scientisthas been saying, the public as a whole are not changing their behaviour in the way that those scientists know they should be .

This argument implies that scientists, as the people who really understand the bottom line, are now ethically bound to start to do more than produce data. They must join with scientists like Hansen. But if scientists remain hesitant to get start linking arms and chaining themselves to fences, Hansen’s own reputation as a leading climate scientist is an example of why. The man warned Congress back in 1988 about the perils of global warming has been under assault ever since he turned activist. Despite his role as a leading scientist and head of the NASA Gordon Institute for Space Studies, his name has been dragged through the mud by global warming sceptics. His arrest last month prompted the New York Times headline “Does NASA’s James Hansen Still Matter?”

What are the responsibilities of those who know to act? And what are the consequences if they do?

Bring on the electric cars?

Last week in New York the sculptor Seth Kinmont unveiled the first of three electric cars, bodywork made from wood. For three days he invited people to ride around the block in his new hand-built horseless carriage. Beautiful, huh?

I mention this because a) it forms a tenuous artistic link to the following story, and b) Kinmont’s work underlines the quixotic nature of electric transport.

The latest voyagers on this quixotic journey are Jeff Hoon and Peter Mandelson. Today they will announce a £250m scheme to kickstart the UK’s electric car infrastructure.  You might think they’re unlikely travellers on this road, given the fact that this are the pair who were most vocal about the impracticality the green movement’s objections to Heathrow expansion.

But no, Geoff Hoon in particular has retooled himself as the champion of green in this morning’s Guardian.

Hoon said yesterday that decarbonising road transport had a big role in helping the UK meet its targets of reducing CO2 emissions by 26% by 2020 and 80% by 2050. “Something like 35% of all our carbon emissions are caused by domestic transport,” he said. “Of that, 58% of the emissions are caused by motor cars.”

The implication is that electric cars will help cut that figure. And they might, but… Big but.

As a recent report commissioned by the Campaign for Better Transport suggests, if everyone in the UK moved to electric cars we’d need four times as much capacity in our electricty generation than we have at present, and even the government’s recently unveiled plans for nuclear generation aren’t enough to plug that gap.

Even a modest rise in electric car use doesn’t automatically reduce CO2 emissions – it just shifts emissions from the exhaust pipe to the power station. For those who use their cars only for short urban journeys, the CO2 reduction can be significant, but for average car use the figures are much less clear cut.

A few weeks ago the government let it be known that they were considering a scheme to encourage people to buy greener cars by offering an incentive for people to scrap their old ones. In reality, this was an attempt to boost the UK’s failing manufacturing sector, not a green scheme; given the embedded carbon costs of manufacturing, scrapping working cars in favour of newly built ones is about the least green strategy of all. That embedded energy calculation is the same for electric cars too.

This initiative is the start of Gordon Brown’s much touted green recovery plan; for a cabinet who have dismissed green concerns as impractical, they’re going to have to work extremly hard to demonstrate that this really is a practical scheme, not just another sop to industry.

Ed Miliband, Mark Lynas, Pete Postlethwaite & Franny Armstrong

If anybody hasn’t seen this, here’s Franny Armstrong, Mark Lynas and Pete Postlethwaite ambushing Miliband at the London premiere of Age of Stupid last weekend. It needs to be said, Miliband was there, he takes it on the chin and responds well. The political reality is that until movement that Armstrong and others are building really achieves a critical mass, he’s always going to be forced to acquiesce to the more pro-business agenda of Peter Mandelson, as cabinet did over the third runway at Heathrow.

How literature tackles climate change


A few months ago I reported on Ian McEwan, currently writing a book inspired by his Cape Farewell
journey to the Arctic, who was saying how hard it was to was to tackle such a “virtuous” topic in a novel.

The trajectory of a short story is very different from a novel, but Helen Simpson manages it deftly in her story “In-flight Entertainment” which appeared in Granta 100. In it, two men who meet in the first class cabin of a transatlantic flight discuss global warming, while, next to them, another passenger dies of a heart attack.

“Four hours’ delay,” volunteered Alan, “thanks to those jokers at Heathrow. Alan Barr, by the way.”

“And I’m Jeremy Lees. Yes, those anti-flying protesters. A waste of time.”

“Complete time-wasters.”

“I suppose so,” said Jeremy. “What I meant, though, was it was a waste of their time. They’re not going to change anything.”

“Exactly.
It’s nonsense, isn’t it, this global warming stuff. Trying to turn the
wheel back. Half the scientists don’t agree with it anyway.”

“Actually
I think you’ll find they do. Ah, red please,’ said Jeremy as the air
stewardess offered him wine. ‘What have you got? Merlot or Zinfandel?
I’ll try the Zinfandel. Thank you. No, they do agree now, they’ve
reached a consensus. I ought to know, I was one of them. No, it’s not
nonsense, I’m afraid. The world really is warming up.”

“Merlot,” said Alan, rather annoyed.

It was published well before the Heathrow decision, but manages to include the line: “Heathrow will get its third runway any time now.”
